Consumer Protection and Government Services is seeking a highly motivated Learning and Development Officer.

  • Must have a valid Driver's Licence and the ability to travel to various locations within the Province.

Qualifications:

Essential:

  • Post secondary degree or certification in Education and Training or a related field (ie Business, Human Resources, Social Sciences etc.) and/or equivalent experience teaching or training at an Educational institution. An equivalent combination of training and experience may be considered.
  • Experience researching, developing and delivering training programs for adult learners.
  • Experience organizing, leading and facilitating work groups.
  • Experience using the programs of Microsoft Office, including Word, Excel, Outlook and Powerpoint.
  • Ability to analyze learning and development requirements and provide sound recommendations for implementation.
  • Political acumen with the ability to work with confidential and sensitive materials.
  • Ability to solve problems and make sound decisions.
  • Strong organizational and time management skills with the ability to set priorities and meet deadlines.
  • Strong interpersonal and teamwork skills with the ability to communicate effectively with internal and external contacts.
  • Written communication skills for developing course material, reports and correspondence.
  • Verbal communication skills to facilitate discussions and make formal presentations.

Desired:

  • Experience working with trades and maintenance staff, with a general understanding of work and industry training requirements.

Duties:

Reporting to the Director of the Operations Branch of Asset Management Division, this position is responsible for the planning, development, administration and evaluation of the training and development plans for the staff within the Operations Branch. This position also provides support and services for other business areas within Consumer Protection and Government Services as required and requested. In consultation with the management team, this position develops and coordinates training sessions for staff located throughout Manitoba, which includes but is not limited to: safety, professional development, corporate initiatives, and policies. The Learning and Development Officer is also responsible for overseeing a training database to ensure that personnel in a variety of classifications are receiving appropriate required, legislated and mandatory training for the positions in which they are employed. The Learning and Development Officer conducts research and incorporates trends and data into recommended training and learning development and presents to management recommended changes or enhancements.
