If you answered yes, our Chalk River location is looking for Personnel Security Officers to conduct, administer, maintain and monitor security screenings for Canadian Nuclear Laboratories (CNL). What will you be doing!

  • Initiate, track, review and process security screening requests for all new and existing personnel via the automated security screening platforms in ServiceCNL.
  • Conduct security checks and verification processes in accordance with policies, regulations and standards to support security screening submissions.
  • Accurately completes the various forms required to account for security screening requirements to ensure compliance with standards and regulations.
  • Accurately updates and maintains associated security systems utilized for managing personnel security screening information.
  • Maintains, tracks and reports security screening statistics monthly to support HSSE reporting requirements.
  • Efficiently and accurately conducts review of the personnel security file utilizing checklists to ensure security screening requirements are in compliance with TBS Standards and required supporting documentation are retained on the electronic file.
  • Authorized to grant the security status or security clearance when security screening file is in compliance with TBS Standard requirements.
  • Efficient management of electronic personnel security files according to designated file structure in shared area and secure environment in ATOM.
  • Efficient verification and administration of access permissions in compliance with level of security clearance.
  • Accurately registers and issues access cards in security systems to align with individual security clearance requirements after verification.
  • Verification of individual in security system to administer temporary access card.
  • Maintains, tracks and reports access control forms monthly to support Health, Safety, Security & Environment (HSSE) reporting requirements.
  • Generation and distribution of Prime Tenant reports to support verification of access control for buildings.
  • Manages day to day contact with client and stakeholders to support security screening activities.
  • Participates in on boarding, re boarding and off boarding with key stakeholders to achieve CNL objectives.
  • Other duties as assigned by your manager.

What we are looking for:

  • Security clearance eligibility required: Level 3 Top Secret which has a minimum requirement of 10 years of verifiable history in Canada, Australia, New Zealand, United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat "Standard on Security Screening" and the "Policy on Government Security".
  • Completed post-secondary education in a related discipline (business operations, office administration, and security administration).
  • Minimum of two (2) to four (4) years of relevant experience in office administration and business operations environment.
  • Experience in secure work environments.
  • Knowledge of security screening practices and the application of standards/regulations.
  • Ability to work in a high volume environment that requires initiative, confidentiality and time management to achieve deadlines.
  • Administer and process data, with cross-referencing and reconciliation by applying detail oriented practices to ensure accuracy of information.
  • Monitor and maintain workflows to support security screening life cycle.
  • Ability to interpret security screening information and flag for adverse information or identify discrepancies.
  • Handle and safeguard Protected-Sensitive and Classified information on a daily basis.
  • High level of proficiency in the use of Microsoft Office (Word, Excel, PowerPoint) and Foxit PDF.
  • Customer oriented with the ability to focus on providing quality and accurate deliverables by responding to or redirecting inquires as appropriate.
  • Effective verbal and written communication skills to interact and educate various audiences (e.g. internal and external customers).
  • Excellent interpersonal skills are required. Ability to interact discretely, tactful and be considerate, yet extract the required personal information.
  • Ability to work independently under minimal supervision and provide support to other team members on processes/procedures.
  • Knowledge of Treasury Board Secretariat Standard on Security Screening.
  • Knowledge of the Canadian Nuclear Safety Commission (CNSC) REG Doc: Site Access Security Clearance.
  • Knowledge of the Inter Utility Memorandum of Understanding (MOU).
  • Experience/knowledge of CNL access control policies and procedures.
  • Experience with CNL's Protection of Information Standard.

Working Conditions:

  • Sitting for long periods of time while operating security systems.
  • Extensive data entry into personnel security systems.
  • Visual concentration for verification of security screening information, analyzing security check results and extraction of security screening submissions from ServiceCNL platform to secured area.
  • Long periods of time sitting, staring at a computer monitor and typing.
  • Secure office located in building with limited or no windows.
  • Daily exposure to ultraviolet lighting.
  • Not a hazardous environment.
